C. Chisari (2023), Transitioning from dynamic security in Italian prisons: Assessing the influence of perceived insecurity on prison management
September 30th, 2023
The article “Transitioning from dynamic security in Italian prisons: Assessing the influence of perceived insecurity on prison management”, by Chiara Chisari, examines the reasons underlying Circular of the Italian Prison Administration No. 3693/6143 of 2022, which significantly curtails the use of open custody and dynamic security in Italian prisons.
This paradigm shift is attributed primarily to the failure of dynamic security, understood as a model of prison management grounded in the development of positive relationships. This failure is, in turn, linked to government policies implemented in Italy over recent decades which, in seeking to address citizens’ perceptions of insecurity, have resulted in an expansion of the prison population and a reinforcement of the neutralising function of punishment. The analysis highlights the central role of dialogue, trust, respect, and solidarity in ensuring order both in society and within prisons.
