The 34th General Report of the Council of Europe’s Committee for the Prevention of Torture (CPT), published alongside a new standard on informal prison hierarchies, offers a detailed analysis of detention conditions across Europe in 2024. Among the main concerns highlighted are prison overcrowding and the continued existence of informal power structures among inmates—both of which seriously compromise institutional security and the dignity of those deprived of their liberty. With regard to Italy, the CPT reported serious violations in immigration detention centres (Centri di permanenza per i rimpatri), including physical ill-treatment, excessive use of force, the administration of psychotropic drugs without prescription, degrading living conditions, and opaque management by private companies.
