Report “Torture and Genocide”

The report “Torture and Genocide” by the Special Rapporteur on the Situation of the Palestinian Territories Occupied since 1967 examines Israel’s systematic use of torture against Palestinians in the occupied territories from 7 October 2023, including both custodial and non-custodial practices, which meet the threshold for genocide under the Genocide Convention. It describes how torture has become a central instrument of domination and punishment inflicted on men, women, and children, both through abuses in detention and through a relentless campaign of forced displacement, mass killings, deprivation, and destruction of livelihoods, aimed at inflicting long-term collective pain and suffering.
A continuous and pervasive regime of psychological terror is being imposed, designed to break bodies, strip a people of their dignity, and force them from their land. This is not episodic violence, but a structured system: the architecture of settler-colonialism, built on dehumanization and sustained by a policy of cruelty and collective torture.
