CPR: European Committee for the Prevention of Torture Publishes Report on Italy

During its 2024 ad hoc visit to Italy, the European Committee for the Prevention of Torture (“Comitato Europeo di Prevenzione della Tortura”, “CPT”) examined the treatment and reception conditions of foreign nationals in four Repatriation Detention Centers (CPR). The report raises several critical concerns. Key Findings:
- Cases of physical ill-treatment and excessive use of force by law enforcement personnel against detainees in the CPRs visited;
- Lack of rigorous and independent monitoring of coercive interventions, as well as poor documentation of detainees’ injuries and an absence of objective medical assessments regarding their origins;
- Widespread administration of non-prescribed psychotropic drugs to detainees at the CPR in Potenza and prolonged handcuffing of individuals detained on Italian territory during their transfer to a CPR;
- Criticism of the prison-like architecture of the CPR facilities, including barred windows, reinforced structures, and courtyard areas resembling cages.
Key Recommendations:
- Improve communication and interpersonal skills of security personnel;
- Address poor food quality and the lack of essential hygiene supplies and pillows for detainees;
- Ensure the involvement of medical professionals with specific experience in detention environments and improve medical screening upon detainees’ admission;
- Provide adequate advance notice of forced repatriations and improve information access for foreign nationals upon arrival at a CPR.
Additionally, the CPT urges better identification and management of vulnerable individuals, improved contact with the outside world, a more effective complaints mechanism, and enhanced oversight by the competent Prefectures in charge of CPR management.
