Civilians in Colombia face less deadly – but more pervasive – violence during Petro’s presidency

On February 17, 2025, the report “Civilians in Colombia Face Less Deadly – But More Pervasive – Violence During Petro’s Presidency” was published by ACLED (Armed Conflict Location & Event Data Project) and FIP (Fundación Ideas para la Paz).
The report highlights a shift in the strategies of armed groups in Colombia: while lethal violence against civilians has decreased, there has been an increase in the use of other violent tactics of coercion, such as movement restrictions and forced recruitment. As a result, civilians are becoming caught in the crossfire of armed groups. Exposure to violence continues to rise, and the state is merely a bystander, unable to exercise true control.
